Art – Not Sure What They Are Doing???

I’m no art critic, but what the flip is this and what does it have to do with a fire house? It looks like a bird that’s had its wings ripped off and put back on the wrong side, all the while it has some crazy jagged metal pole crammed up you know where and a fish trying to jump out of its mouth.
